However, their development also raises questions about the role of existing transport planning instruments, particularly transport studies.

SUMPs and transport studies should not be viewed as competing documents. Their roles can, and should, be complementary.

A modern transport study has long since evolved beyond a document based solely on traditional calculations and forecasts. It has developed alongside research methods, transport models, scenario analysis and multi-criteria assessment of solutions. Therefore, its place within the planning system should not be defended by appealing to tradition, but by demonstrating its contemporary analytical value.

There is a need to define more clearly the relationship between SUMPs and transport studies, their place within Serbia’s planning and regulatory framework, and the level of transport surveys and analyses that should accompany different types of planning documentation.

When planning new land uses, modifying street cross-sections, introducing cycling infrastructure or making decisions that significantly affect the movement of people and goods, we must know the data, assumptions and analyses on which such solutions are based.

This does not mean that every intervention requires an extensive study or a complex transport model. The scope and level of detail of the research must be proportionate to the significance, complexity and potential consequences of the decision.

Particular attention should be paid to the role of transport surveys and analyses in the preparation of spatial and urban planning documents. Decisions on land use and development intensity, the development of street networks, public transport, pedestrian and cycling infrastructure, as well as parking, must be based on an adequate understanding of existing and future mobility needs. It is therefore important to define more clearly when transport surveys and analyses are necessary, what their scope and level of detail should be, and how their findings should inform the development of planning solutions. Transport analysis should not serve merely as a retrospective justification of a solution that has already been defined, but should be an integral part of the process through which that solution takes shape.

Closely related to these issues are the development of national methodological guidelines, the establishment and application of trip generation factors, improvements in the quality and accessibility of transport data, and a clearer definition of the role and appropriate application of transport models. All these are important prerequisites for planning based on data, professional reasoning and reliable assessments of the potential impacts of proposed solutions.

These are topics that require ongoing professional dialogue, as well as the ability to translate that dialogue into concrete proposals for improving practice — a task that the Association has set for itself.

In the next story: How can professional expertise and evidence play a stronger role in shaping national policies and local decisions?

An important topic at the TESi Conference was the future of Sustainable Urban Mobility Plans (SUMPs), particularly in light of ongoing efforts to implement them in Serbia.

"_seopress_social_twitter_img_attachment_id":0
[41

post-10470","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
